If we compare two businesses, one selling Diamonds and another one selling processed food, we can see why we segment organisations by number of employees.
Diamonds are very high valued products that do not sell in large numbers, but in small numbers. And, usually they involve only a handful of people. So here, the value is high but the number of staff are few and the decisions are usually made quickly, with few information needed. There are no complex business-functions involved in this type of businesses and therefore will not benefit by implementing large software systems, unless they involve large number of employees involved in processing or adding value to the base product.
On the other hand, a quality, large volume food processing business requires lots of people, machineries, raw materials, continuous suppliers, money flow and so on.
